With the new Congress will Obama withdraw all troops abroad, and repeal Don't Ask Don't Tell on his own?

If he withdrew the troops and ordered a stop to don't ask don't tell without going to Congress, won't that be some of the changes he promised and will this not increase his popularity for 2012 ? What's your opinion ? Thanks ?
